The S2000 has such a high redline because its about the only way to make good horsepower from such a small displacement engine. And the variable valve timing is the only way to make the engine rev that high without having zero torque at ordinary revs during normal driving.
When you ask to improve torque, I assume you mean improving torque at the lower rpm's. Note that any modification that improves horsepower does so by increasing the torque of the engine. The only difference is in what part of the rpm band the torque is increased. Increase the torque at high rpms (as VTEC does) and you get a big boost in horsepower.
So assuming you want more low-end torque a turbo is your worst bet and I'm not sure why you'd want to go that route. Turbos have little effect at low rpm's. Superchargers normally work well at low rpms but only if they are a Roots-type blower. The S2000 SC's I've seen are centrifugal, which basically makes them a pully-driven turbocharger, which means no real low-end boost.
