Have you tried normal car wash + a stiff brush?

I feel like "Ask Heloise" (Well, if you take the slipcovers n' soak 'em in a mixture of vinegar n' turpentine)
But, here goes: make sure the car is in a cool place with the top up (overnight usually takes care of the sun beatin' down on it) put a drop of dishwashin' detergent on each of the spots n' jus' let it soak overnight. Wash it off in the morning BEFORE the sun starts bakin' it.
If you need to find out about cleanin' white spots outa the interior you might wanna check with "Hatters". I believe his primary solution is a passenger, but he might have researched it beyond that.
Good luck.

Oh yeah . . n' if you can, don't allow the stuff to dry. You can't always, but if you can you can save yourself the extra work.
Be well.

Paint yout top in white if you like and see the awesome effect when driving it in the rain.

Let the spots grow and drive a real beetle.

Ummmm . . I jus' noticed that the area we pass through to get here has somethin' with a "detailin' dude". (No. I guess I'm not gonna make detective havin' passed it so many times n' only noticin' it now) But, it definitely sounds like another source of ideas for your problem.
Good luck.
