Not trying to preach here. I spent much time driving in various cities around the country and especially in Southern CA. Had 1 ticket in the last 40 yrs. Driving a yaller stewie, I'm extra cautious and try to stay close to the limit in residential areas. I am by no means a slow driver.

Yes, they have quotas. They don't call them that but they are expected to write a certain amount of tickets in a given period, based on the amount of traffic.
Great stuff Phil. Also, know the local taboos. Around here, I keep it at 9mph over the limit if I can't see well enough to know where the highway patrol may be hiding, and often drive right by them with no issues. When I visited Connecticut a while back, I found everyone was going the posted speed limit so I did the same, and ran into troopers running at it as well. The truckers in particular are a good clue - if they're at the posted limit, it's a good idea to stay there too, or if they're at +10 that's probably safe.
