The mixture should not be richer. Ideally the air/fuel ratio is 14.7 to 1. When you use a blower, you're forcing more air and therefore need more fuel. If set up correctly, the air/fuel ratio will stay the same but you have increased volume. The result is higher cylinder pressure, thus, more power.

Edit - The air/fuel ratio (14.7 to 1) is the stock setup for most vehicles and the ideal ratio for lowest emissions. The best ratio for power is slightly richer, in a range around 12.8:1 to 13.2:1. If you have emissions testing in your area, this may be a problem.
