In summary -
Turbo kit with properly sized turbo should come on full boost sooner compared to Comptech/Vortech. Torque curve flatter overall.
A dyno chart comparison of these is posted on the ultimate racing website.
Comptech/Vortech s/c kit torque curve resembles stock curve but higher figures. Drives more like a stock s2000 with greater power. Below approx 3000 rpm there will probably be a net drain on engine power, and may make daily driving worse.
Comptech/Vortech kits are CARB certified. I'm not sure if the turbo kit is, or if it applies to your area.
There are also some other non-centrifugal supercharger kits in development:
BRP performance supercharger
Axialflow
These should end up giving the low rpm grunt that the comptech/vortech kits do not give.
