The correct answers, of course, depend on exactly where you live. But, let's say you live in Cali. In that case:

The blinker must emit a light that is yellow or white. Lights anywhere on the car that emit a blue color are illegal on all except police vehicles. Note that a faint blue tint (such as used on fake HID bulbs) usually appears to be a white so people get away with it.

I also wanted to tint my car to a blue hue like those of mercedes cars. That should be legal as long as it's not too reflective or dark like a limo right?

No applied tint of any kind to the side and forward of the driver is the law in Cali. The blue hue you see on MB cars is actually part of the glass, not applied and supposedly reduces glare.

Front license plate is also a concern. I know if you get pulled over, it's just a fix it ticket of $10, but what have some of you guys done to avoid these kinds of situations? If putting the plate in your dashboard windshield is okay, is there a way to secure it?

Having the plate on your dash does not excuse you from the fix it ticket. The law clearly states that the plate must be affixed to the exterior and front of the vehicle. Also, do you really want a sharp piece of Alu flying around inside the car with you during an accident? IMO, the plate actually looks ridiculous on the dash, much worse than on the front of the car. The only solution is to put a front plate on and forget about it. Option #2 is to drive without and get it fixed if you get pulled over, the less you drive the better chance you won't be bothered.
Remember, no judgement passed here, just telling you what the CHP site has to say on these matters.
