SPOIL OR NOT TO SPOIL-ER

IS IT TRUE THAT A SPOILER DOSENT AFFECT THE HANDLING/CHARACTERISTICS UNTIL AFTER 90mph??? DOES THE VARIANCE IN HEIGHT ALTER THE SPEED THAT THE SPOILER "WORKS"??? ANY INPUT WOULD BE APPRECIATED(pics couldnt hurt either)

I would think depending on height is what would matter, Im pretty sure most porsches that have the pop up ones come up at 60mph or so

My Cayman's comes up between 70 and 75 miles per hour and goes back down when the car gets below 50 MPH.

If I ever bought a wing or spoiler it would be the CR wing.

Short answer, in sweeping generalizations, to the original questions:
1) Depending on the car and the type of spoiler, yes that is true.
2) The height (size and angle) will impact the effectiveness of the spoiler assuming it is one that will do anything at all. But you still have to be kicking it along at a relatively high rate before it makes any impact good or bad. It is unlikely in day to day driving (particularly in SoCal) that you'll be traveling at speeds which will be high enough that having a rear wing or spoiler will make any measurable or feelable difference.

To address the follow up post by the OP:
The OEM lip spoiler is an aesthetics thing. The CR wing (which isn't a spoiler) could have some impact (because it is higher up and in cleaner air), but only at high rates of speed as you mentioned already.

The only concern I would have about adding a big wing is, in the event it actually does do anything, you want to keep in mind that anything you do to the back will also impact the front; it is, after all, a balancing act. So you add this big ol' wing which maybe puts pressure on the tail end of your car at speed. The nose, unless appropriately modified as well, is likely to lift. Is that something you want at high speed -- in either a straight line or a corner? I'm thinking not.

Realistically though, if you add either wing or lip, it's purely an aesthetic thing while you're doing normal driving. So pick what you like and do it.

From the booklets ive got from the dealer, the CR wing is functional, according to Honda. The booklet didnt mention anything about the oem wing tho.

You can certainly help yourself to the brochures that are left over at the dealers and read up on it yourself.

Seriously tho, does functionality really matter? If someone asks you why you got that wing, are you gonna say "because it puts more downforce on the rear when going over 90mph". Some peeps might just laugh at you, and some might say 'dude, your cool', and are you really gonna notice the difference of having the wing and not having it? I doubt it.

Just get the one you like and be done with it!

I dont really think this car NEEDS a spoiler or wing at any speed.
