It doesn't matter whether you cover the metal tube or not. The heat soak will happen if the tube is a good thermal conductor. Some of that happens to anything in a warmer than ambient environment, like an engine compartment. But insulators like plastic and dry carbon weave absorb a lot less heat. Add a little thermodynamics to your life.
